Bendigo Heritage Attractions Masterplan and Business Case

Urban Enterprise completed this project for the City of Greater Bendigo, with funding contributions from Regional Development Victoria, the City of Greater Bendigo and Bendigo Heritage Attractions (BHA).

The project provided an assessment of the key attractions of BHA, including the Central Deborah Gold Mine, the Bendigo Tramways and the Bendigo Joss House Temple. Key projects were identified to assist in the tourism revitalisation of the sites and increase the financial viability of the organisation.

The revitalisation of the Central Deborah Gold Mine was identified as the number one priority project and progressed to concept planning and business case development. Urban Enterprise worked collaboratively with Cumulus Design Studio to prepare concept options that responded to the identified market opportunities, as well as the physical constraints of the site.

The project outputs included an Issues and Opportunities Paper for the three key attractions, a Master Plan and Business Case Document (including Master Plan and three concept renders) and a short promotional video of the concept.

“The report has been to Councillors, BHA Board and RDV with all parties being very happy with the report. RDV are now working to see if this will attract funding in the next round of funding. Thank for all of your work on this project particularly on working through the changes that we had to. I had a good discussion with my Director and CEO along with RDV and mentioned how I didn’t think we would have been able to achieve the outcomes we have to date if I had other consultants running the project.”
