Monash National Employment Cluster (NEC) Framework Plan Retail Needs Assessment

Urban Enterprise was engaged by the Victorian Planning Authority to prepare a retail needs assessment for the Monash National Employment Cluster. The project involved retail market assessment, economic analysis, employment and residential projections analysis, and consideration of the impact of planning controls and policies on the use of the Cluster for employment and supporting commercial uses.

The study found that significant additional retail floorspace will be supportable in the cluster, but that the types of retail and employment land were not presently meeting the needs of local businesses. The study also found that planning controls were likely to be restricting retail and employment growth in certain sections of the Cluster, and made recommendations regarding changes to the Planning Schemes (Kingston and Monash) required to support future growth and retention of businesses in the area.
