Matt established Urban Enterprise in 1989 after a successful career working for the Victorian Government. He has more than 35 years experience in strategic planning, property market assessment and urban economic analysis. Matt is an expert in development contributions. He regularly appears as an expert witness in Planning Panel and VCAT hearings in matters relating to development contributions, land economics and tourism. Matt has qualifications in urban planning and post-graduate qualifications in property, and is a Certified Development Practitioner.
Matt is a member of the Property Council of Australia Industrial, Infrastructure and Logistics Committee and a member of the Urban Development Institute of Australia’s Infrastructure and Urbanisation Committee. He is a fellow of the Australian Property Institute (API), a member of the Planning Institute of Australia (PIA) and member of the Victorian Planning & Environmental Law Association (VPELA).

Mike’s large number of regular clients are a testament to his ability to provide sound, strategic advice to inform planning, economic and tourism studies. Mike leads Urban Enterprise’s tourism and economic development projects, and is a regular presenter at conferences on topics relating to tourism and economic development.
Mike is a member of the Economic Development Australia (Victorian) Committee.

Paul has qualifications in Urban Planning and Economics and is a Certified Practicing Planner. Paul provides insightful analysis and advice on economic issues to inform strategic plans for activity centres, housing, retail, employment and industrial projects.
Paul specialises in the development contributions, land demand and supply and retail modelling fields.
