Ballarat Airport Upgrade Business Case

Urban Enterprise was engaged by the City of Ballarat to prepare a Business Case for an upgrade to the Ballarat Airport primary runway, which is considered by Council to be a critical component for the future viability of the airport. This report helped Council justify future funding for the runway upgrade by promoting the project benefits and investment opportunities it could generate, including expanded aviation uses and business growth.

The research undertaken by Urban Enterprise, including market assessment, case studies and stakeholder consultation, confirmed that the runway upgrade project has the potential to promote better utilisation of the airport asset and generate significant financial and economic benefits, such as economic output and job creation, through:

  • Expansion of aviation activities (inc. passenger service aircraft and large emergency services; and

  • Commercial opportunities on-site for Council, businesses and airport operators.

The assessment assisted Council in securing $5 million in federal government funding towards the project.
