Latrobe Regional Airport Economic Impact Assessment

Latrobe City Council appointed Urban Enterprise in collaboration with aviation consultant Syd Herron to complete an economic analysis of Latrobe Regional Airport, including a review of the existing Airport Master Plan (2015).

The purpose of the project was to review the Master Plan (2015) prepared for the Latrobe Regional Airport to assess whether the economic analysis and projections that underpinned the recommendations for a proposed Planning Scheme Amendment C92 were valid.

The project involved an assessment of the demand for aviation and non-aviation opportunities for which Latrobe Regional Airport could be expected to deliver. This included an assessment of the role and operations of the airport; its relationship with other regional airports; analysis of local and regional population and economic trends; review of aviation trends and forecasts of aircraft movements.

The impacts of the proposed overlays on surrounding land and development were also assessed to determine whether the overlays were justified having regard to current and future economic role of the airport. This included an assessment of the National Airports Safeguarding Framework (NASF) as it relates to the required protections of the airport.

The report made conclusions in regard to the appropriateness of the Master Plan and Planning Scheme Amendment. Subsequent updates were made to the Latrobe Regional Airport Master Plan (2019), informed by the work completed by Urban Enterprise and Syd Herron. This included preparation of a revised OLS and ANEF and responses to the new NASF Guidelines. Amendment C92 was approved by Council in December 2019.
